The Draft Management Plan (DMP) contains information about the Sanctuary's environment, staffing and administration, regulations and boundary, operational and programmatic costs, priority management issues and the actions proposed to address them, and performance measures. It is accompanied by a Draft Environmental Impact Statement (DEIS), which contains detailed information on the greater Sanctuary region, presents a range of alternatives for modified and new Sanctuary regulations, and provides environmental and socioeconomic impact analyses of those regulatory alternatives.These two documents are bundled together in two volumes: the DMP is Volume I, and the DEIS is Volume II. Details of the revised proposed regulations are contained in a document called a proposed rule, which is published in the Federal Register. In March 2008, the Sanctuary released a Supplemental Draft Environmental Impact Statement (SDEIS). The SDEIS modifies the range of regulatory changes under consideration and discusses the potential environmental consequences of a revised discharge regulation. The SDEIS provides information to supplement and where indicated to replace information contained in the May 2006 DEIS.

The public comment period for the Sanctuary’s 2006 DMP/DEIS closed on July 21, 2006. The public comment period for the 2008 SDEIS closed on May 30, 2008.

Does the Draft Management Plan propose marine reserves or expanding sanctuary boundaries? 

No. The management plan does not propose either. However, the DMP does contain an action plan that acknowledges that in the future CINMS will evaluate boundary change options. As for marine reserves, a network of protected zones (marine reserves and conservation areas) within CINMS was completed in 2007 pursuant to a separate regulatory process.

Overview Presentation
On May 15th, 2006 a Draft Management Plan/Draft Environmental Impact Statement overview presentation was provided by the Sanctuary Superintendent to the Sanctuary Advisory Council.
